Proposed governance principles

The framework is intended to define board and executive accountability, risk ownership, independent compliance and assurance, conflicts management, delegated authorities, documented decision-making and escalation.

Three lines

The target operating model distinguishes business ownership of risk, independent risk/compliance oversight and independent assurance, proportionate to the institution as it develops.

Regulatory development

Final governance arrangements, senior management responsibilities and committee structures will evolve through the bank-authorisation process and recruitment of appropriately experienced office holders.
